A listed company selling additional new shares to the public, after its original listing. Unlike a rights offer it is not restricted to existing shareholders, so your ownership percentage falls unless you buy in alongside everyone else. It raises cash for the company and dilutes current holders; whether that trade is worth it depends entirely on what the money is for.
